Than to make it so complicated
That it requires years to understand?
And as it grows,
New capabilities
New powers
Beget more complexity.
And then what incentive
Do these experts,
The tiny sect of managers,
What incentive do they have,
To reduce the complexity?

Any?

Just enough to keep it running.

But not enough to lose control.
